This pioneering initiative has revolutionized the issuance of caste certificates by transitioning to a digital platform, effectively bringing an end to the manual certificate issuance process. From this point forward, students can conveniently apply online for Scheduled Caste Certificates, Scheduled Tribe (Hills) Certificates, Scheduled Tribe (Plains) Certificates, and OBC/MOBC Certificates through the Mission Bhumiputra portal.
Chief Minister Dr. Himanta Biswa Sarma inaugurated this mission on August 1, 2022, operating under the purview of the Department of Welfare of Plain Tribes and Backward Classes.

- Nationality: Applicants must be Indian citizens according to the Constitution of India.
- Domicile: Applicants must hold permanent residency in Assam.
- Caste: Applicants must belong to one of the following categories in Assam – SC, ST, or OBC/MOBC.
Key Components of Bhumiputra Assam
The mission comprises several key components:
- Single Application: A unified application form is utilized for all castes, ensuring a standardized and simplified procedure for caste certificate issuance.
- Transparent, Digital & Swift Application Process:
- Certificates are accessible in DigiLocker under the IT Act, digitally signed by the respective Deputy Commissioners.
- If the father’s caste certificate is valid, the certificate is instantly issued.
- Any necessary inquiries must be completed within 30 days, extendable by another 15 days in exceptional cases with proper justification.
- Details of all issued certificates are available for public viewing.
- Special Drive: A special drive is initiated for the issuance of caste certificates, initially covering students in Class IX-XII.
- Deputy Commissioners provide application format guidelines for caste certificates to educational institution Headmasters.
- Issued certificates are distributed through principals/headmasters.
How to Apply for Bhumiputra Certificate?
Applicants belonging to the mentioned caste categories who wish to obtain their caste certificates can follow these steps:
- Create an account by clicking the “New Account” button.
- After registering successfully, log in using your username and password.
- After successful registration, log in using your username and password.
- Click on the “New Application” option.
- Complete the application form with all required information accurately.
- Upload scanned copies of your documents.
- Finally, submit your application.
- Upon successful submission, retain the acknowledgment copy for future reference.
Documents Required for Mission Bhumiputra Assam
Applicants must provide scanned copies of the following documents in their application:
- Applicant’s Photo (Mandatory)
- Proof of Date of Birth (Mandatory, one of Birth Certificate/Aadhaar Card/PAN/Admit Card issued by any recognized Board) of Applicant
